Small Business Grant Program

Hidalgo County has launched the Hidalgo County CARES Small Business Grant Program to assist businesses with expenditures related to the cost of business interruption caused by the required closure related to the COVID-19 pandemic. Funds for the Hidalgo County CARES Small Business Grant Program funds were provided by Congress through the CARES Act to support COVID-19 relief.

Grants in the amounts of $5,000 and $10,000 will be disbursed based on business annual net income of $250,000 or less. Funding for the program is provided by using up to $3.5 million in allocation of the CARES Act funds. This $3.5 million will be available for grant funding, providing over 700 small business grants for the program.

Funding will be awarded on a first-come, first-serve basis until funds are depleted.

The program will be administered by PeopleFund, who will provide technical assistance to applicants and will operate in conformance with the Coronavirus Aid, Relief, and Economic Security (CARES) Act federal guidelines.

Eligible Businesses

To qualify for funding under this program:

  • Business must be located in the unincorporated area of Hidalgo County (businesses located within city limits of any city in Hidalgo County are not eligible); and
  • Business must be able to demonstrate that they have experienced a loss of income of at least 10% due to COVID-19 since March 2020; and
  • Business must demonstrate that they were in operations as of October 1, 2019; and
  • Business must have a total net income under $250,000 but no less than $10,000.

Eligible businesses may receive a grant in the amount of $5,000 or $10,000 based on total net income average.

  • Annual Net Income of $10,000 to $149,999 - eligible for $5,000 grant
  • Annual Net Income of $150,000 to $250,000 - eligible for a $10,000 grant

Allowable Expenses

Grant money may only be used for the operating expenses of the awarded business. The operating expenses are defined as the day-to-day trading operations of the business such as payroll, accounts payable, rent, mortgage, and/or cover lost revenue. Grant money may NOT be used to pay property taxes. Grant amounts are sized based on total annual net income of the business.

Application Process

Eligibility for funding and execution of the funding agreement will include a review of the application and supporting documentation:

  1. W-9 and a Business TIN, EIN, or SSN
  2. Proof that the business has been in operation as of October 1, 2019
  3. Documentation demonstrating a 10% loss or greater of income or revenue since March 2020
  4. Registration with the Texas Secretary of State or Hidalgo County (if applicable)
  5. Most recent tax return (no later than 2018), profit/loss statement, bank statements
  6. Other additional documents as needed
