COVID Condolence Program

Hidalgo County has established the Hidalgo County COVID Condolence Program  (HCCCP) to assist eligible individuals who have lost a loved one due to COVID-19 with up to $2,000 for funeral expenses. This program is being administered by the Hidalgo County Health and Human Services Department. Interested applicants can download the application for assistance online at the link below or at one of the Hidalgo County Health and Human Services offices (click here for locations). Human Services staff will interview and determine eligibility of applicant.

Who is eligible?

Eligibility is based on the following:

  • Must be a resident of Hidalgo County
  • Cause of death must be COVID-19 related
  • Must be affected by COVID-19 due to loss of income
  • Income must be below 300% Federal Poverty Income Limits (Click for more information)
  • Household composition
  • Must have signed quote or contract from the funeral home
  • Other worksheet criteria

Retroactive Applicants

Hidalgo County Commissioners Court recently approved modifications to the program to allow for retroactive eligibility. If a funeral occurred prior to August 4, 2020, and if the funeral has already been paid in full or payment owed to the funeral home is less than $2,000, you will be required to provide the following with your application:

  • W-9 Form
  • Social Security Card
  • Identification (Picture ID)
  • Proof of loss of income (hardship funeral costs)
  • A paid receipt and funeral home contract/agreement
  • Executed Reimbursement Form
  • Other documents as needed

Please make sure all the information is included with your application. Incomplete applications will not be processed until all documents are submitted. Intentional withholding of information can result in the recovery of any loss by repayment or by filing civil or criminal charges. 

If eligible for services, the Eligibility Specialist will sign and fax or email the funeral home a voucher for assistance from the HCCCP in the amount up to $2,000 and instructions on how to submit for payment.

Funeral Homes

If an applicant is eligible under this program, the funeral home will invoice Hidalgo County and provide the following:

  • Itemized invoice to include the name of the deceased, date of service and type of service provided.
  • Record of Death or Death Certificate indicating cause of death as COVID-19.
  • W9 Form - only required once a year
  • Hidalgo County voucher - signed by Funeral Home
  • Receipt and/or cancelled check for cremation services (if applicable)
  • Receipt and/or cancelled check for payment to cemetery (if applicable)
  • A copy of the Funeral Director's license
  • A copy of the Establishment license

Upon receipt of all items, Hidalgo County will process invoice for review, approval and payment by the Hidalgo County Auditor.

FUNERAL HOMES PLEASE NOTE - This program is only available for funeral expenses after applicant eligibility has been approved by the Hidalgo County Health Department.
